In November 2008, the American National Standards Institute (ANSI) and the International Safety Equipment Association (ISEA) passed the ANSI/ISEA 207-2006 Standard for High Visibility Public Service Safety Vests. This ANSI 207 standard stated that all public service officials, including law enforcement, emergency responders, fire officials, and DOT personnel, had to wear ANSI public service 207-2006 vests. This regulation achieved two things. First, the new 207 public service safety vests offered a shorter, break-away vest design that allowed easier access to equipment belts and helped prevent entanglement. Second, it offered distinction for
public service safety vests from the ANSI 107 vests worn by construction workers. To help differentiate public service agencies during multi-agency events, ANSI also created color codes for public service 207-2006 vests: fire officials wear red, law enforcement wear blue, emergency responders wear green, and DOT officials wear orange.
Also in November 2008, the Federal Highway Association (FHWA) stated that workers within the Federal-aid-highway right-of-way must wear ANSI class 2 or ANSI class 3 garments. Therefore, to be in compliance with both ANSI and FHWA standards, public safety workers on highways must wear ANSI public service 207-2006 vests that are class 2 or ANSI public service 207-2006 vests that are class 3.
